The 2nd Conference on Indonesian Coal Export Policy

Background

Starting May 2020, Indonesia -- the world’s largest coal thermal coal exporter -- is scheduled to officially implement the country’s coal export policy that would allow only vessels controlled by Indonesian shipping company to transport coal to overseas market.

The obligation to use vessels controlled by Indonesian shipping company on coal export is regulated under the Minister of Trade Regulation (Permendag) No 80/2018, which was amended from the Permendag 82/2017.

The government previously decided to delay for two years implementation of Permendag 82/2017 to May 2020 to allow domestic shipping industry to better prepare the required vessels, and also to give more time for exporters to make adjustment.

Despite the two years delay, coal miners remain concern that applying the export coal shipping regulation would harm the industry’s export performance.

Previously, exporters notably the coal industry made strong protest due among others over concerns of limited capacity of the national shipping industry in facilitating export.

The 2nd conference on Indonesian coal export policy presented jointly by Petromindo and CoalAsia Magazine would bring together industry leaders and decisions makers to examine the readiness of coal exporters and domestic shipping industry to implement the regulation.
