PT Indonesia Power hereby invites Applicants for an international competitive bidding that is implementing a two-stages bidding process for a project as described below:
Title : TPA Regional Sarbagita Waste to Energy Power Plant (“Project”)
Technology : Environmentally friendly MSW Inceneration
The Project is located at the TPA Regional Sarbagita in South Denpasar, Bali. The Site is approximately 5 hectares. The bidder shall confirm that the site area is sufficient for this project.
The scope of works shall be on a full EPC Fixed Lumpsum basis except for piling works which will be on the unit price basis. Duration of the Project will be 24 months.
The successful Bidder of this bidding process will have the privilege to form a partnership with the affiliation of PT Indonesia Power in the form of Joint Venture Company to develop the Project.
In order to qualify. Bidder must demonstrate that they have :
1. Completed at least 1 (one) EPC Contract which:
- Has been completed within the last 10 (ten) years;
- Using an environmentally friendly MSW Incenerator technology with a capacity at least 500 ton per day;
- Has achieved a satisfactory record of successful commercial operation outside of the bidder’s country of domicile.
2. Developed at least 1 (one) IPP Waste to Energy Power Plant (if bidder wishes to be part of the Joint Venture Company to develop the Project) which:
- Has been successfully developed within the last 10 (ten) years;
- Using an environmentally friendly MSW Incenerator technology with a capacity at least 500 ton per day;
- Has achieved a satisfactory record of successful commercial operation outside of the Bidder’s country of domicile.
The Project will be financed using equity and debt. Bidder shall propose the prospective lender who will cover the loan without guarantee from the Government of Indonesia and non-collateral.
Bidder shall fulfill minimum requirement of investment grade rating as set forth in the Bid Document. Bidders shall submit with their applications a recent valid certificate.
