INVITATION TO PREQUALIFICATION

PREMIER OIL TUNA B.V. ("POTBV"), as a PSC Cost Recovery and the Operator of Tuna block under SKK Migas, hereby invites qualified and experienced goods/services providers to participate in the Prequalification (“PQ”) process for the Bid for the work described below, in accordance with the SKK Migas Guidance No. PTK-007/SKKIA0000/2023/S9 (Revision 05), Tender Implementation Guideline No. EDR-0143/SKKIH0000/2023/S0, and its amendments from time to time (“PTK 007”).

Local Content Requirement : FEED: 35% (Thirty-five percent)

Location of Work : Tuna Field in the North Natuna Sea.

Brief Scope of Work: POTBV is looking for a qualified and experienced FPSO service provider to provide one (1) Floating Production Storage Offloading (FPSO) unit under a lease basis, including the provision of operation and maintenance services during the lease period. This FPSO will be the main production facility for reservoir fluid processing (gas, oil, condensate, & water) for the Tuna field. The production capacity planned for the FPSO will be approximately 135 mmscfd for gas and 30,000 bopd for liquid. This BID will follow the FPCI procedure and will be conducted in two stages, being FEED/ Basic Engineering Stage and followed up with Lease & Operate Stage.

Vessel Specification : FPSO.

Flag : Indonesian Flag (during the operations period).

Registration Process: Good/Service companies who are interested in participating in this Prequalification process shall follow the steps outlined below:

1. Prequalification Registration : 24, 28, 30, 31 January 2025 Time 08.00 – 15.00 Hrs.

By submitting an Interest Letter complete with contact details and email, signed by its authorized official or representative, and proof of registration in the SKK Migas CIVD (Centralized Integrated Vendor Database) with a valid SPDA (Surat Pengganti Dokumen Administrasi) at the time of submission of the Prequalification Proposal via email to Procurement Committee of POTBV at the following addresses: tirsa.runkat@harbourenergy.com, wahyu.nisa@harbourenergy.com,

2. PQ Instructions document issuance : 03 – 04 February 2025 Time 08.00 – 15.00 Hrs.

The Prequalification Instruction document will be sent by POTBV via email to the email address of the interested company as stated in the Letter of Interest.

3. PQ Proposal submission : 1404 March 2025 Time 15.00 Hrs.

The Prequalification Proposal from the interested company must be uploaded via Microsoft OneDrive/SharePoint, as further detailed in the Prequalification Instruction Documents.

For your attention:

1. The company registering shall be officially registered in the SKK Migas CIVD Migas–www.civd-migas.com.

2. The company registering is required to submit a signed Letter of Interest by an Authorized Company Official via email from the official or their authorized representative, along with an electronic copy of the SPDA via email. The SPDA shall be valid at the time of submission of the Prequalification Documents. This requirement also applies to consortium members if registering as a consortium.
