PRE-QUALIFICATION ANNOUNCEMENT A

FOR THE PROCUREMENT OF PROJECT COMPANY TO-IMPLEMENT THE PRESERVATION OF JALAN

LINTAS TIMUR SUMATERA IN RIAU PROVINCE UNDER PUBLIC-PRIVATE PARTNERSHIP (PPP)

Ministry of Public Works and Housing of the Republic of Indonesia c.q. Directorate General of Infrastructure Financing for Public Works and Housing (Direktorat Jenderal  Pembiayaan Infrastruktur Pekedaan Umum dan Perumahan) and Directorate General of Highway (Direktorat Jenderal Bina Marga) intends to undertake the procurement of the Project Company to implement Preservation of the Jalan Lintas Timur Sumatera (non-toll road) in Riau Province under PPP scheme (the ”Project"). The return on investment for the project company will be in the form of Availability Payments. The purpose of the Project is to ensure the good quality of the Jalan Lintas Timur Sumatera in Riau Province as an effective solution to help accelerate Indonesia’s national development.

The Project will be implemented in accordance with Law Number 38 of 2004 on Road Sector and Presidential Regulation Number 38 of 2015 on Cooperation Between Government and Business Entities in Infrastructure Provision, and their implementing regulations.The Project is in process ofobtaining the Government Guarantee.

The PPP modality for this Project shall be Build-Operate-Transfer (BOT) with the scope ofthe Project consists of financing, technical design (Detailed Engineering Design for road, bridges and Motorized Vehicle Weighing Unit facility (fasilitas Unit Pelaksanaan Penimbangan Kendaraan Bermotor (UPPKB)), construction of road, bridges and Motorized Vehicle Weighing Unit facility, operation and maintenance of the existing road and bridges duringconstruction period, and operation and maintenance of the road, bridges, and Motorized Vehicle Weighing Unit facility after construction period, and the Project Company will be required to transfer the road, bridges and Motorized Vehicle Weighing Unit facility which is located at Jalan Lintas 11m`ur Sumatera in Riau Province back to the Government at the end of the concession period. The estimated investment cost of the Project is lDR.585,303,269,779,-

Pre-qualification requirements for interested candidates:

1. Shall be a legal entity in the form of Limited Liability Company (Perseroan Terbatas) or foreign legal entity, either on their own or in a consortium;

2. Shall have experiences and capabilities in the last 5 (five) years in implementing similar infrastructure project, such as concession of toll road, construction and/or maintenance of toll road, non-toll road and/or bridges, which are indicated by copy of the concession contract, construction contract and/or maintenance contract;

3. Shall have successful experiences in obtaining financing for infrastructure provision of at least 1 (one) project within the last 15 (fifteen) years, or since January 2005. Successful experience means that the project has reached financial close and/or has reached the operational stage and the contract has not been early terminated or defaulted; and

4. Fulfilled other requirements as stated in the Request for Pre-qualification Document.

To obtain the Request for Pre-qualification Document, the interested candidates must fulfil the following requirements: .

1. Submit a copy of proof which indicates the party is authorised to act on behalf of the legal entity or the consortium;

2. Submit a power of attorney which indicate the party is authorized to act on behalf ofthe legal entity or the consortium and copy of article of association and notarial deed that stating the latest composition of the Board of Director or consortium agreement (if collection of the Request for Pre-qualification Document to be conducted through a proxy);

3. The registrant must show his/her original identity card and submit its copy; and

4. The registrant shall not represent more than 1 (one) legal entity or consortium.
