Contract No. and Title: CW-12: EPC for Geothermal Power Plant Patuha Unit 2

Deadline for Submission of Bids: 26 March 2024; 14:00 hours (Western Indonesian Time)*

Extension of deadline for submission of bids refer to Addendum No.1 to Bidding Document, dated 26 January 2024.

1. PT. Geo Dipa Energi (Persero) (“the Employer”) has received financing from the Asian Development Bank (ADB) toward the cost of Geothermal Power Generation Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. This contract will be jointly financed by Japan Fund for the Joint Crediting Mechanism. The eligibility rules and procedures of ADB will govern the bidding process.

2. PT. Geo Dipa Energi (Persero) invites sealed bids from eligible Bidders for the construction and completion of the EPC Geothermal Power Plant Patuha Unit 2 (“the Facilities”).

3. Open competitive bidding (International Advertisement) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the bidding document may participate in this bidding:

Criteria	Requirement
Financial Performance	Minimum Average Annual Turnover of US$ 107.90 million within the last five (5) years demonstrated in audited financial statements.
Experience in Contracts of Similar Size and Nature	Participation as a contractor, Joint Venture partner, or Subcontractor, in at least two EPC Projects that have been satisfactorily and substantially completed within the last fifteen (15) years and that are similar to the proposed contract, where the value of each contract minimum is US$ 86.32 million.   The similarity of the Bidder’s participation shall be based on:   A flash-cycle geothermal power plant with condensing steam turbine not less than 55 MW (Net) or thermal power plant 500 MW for a single unit.

6. To purchase the Bidding Documents in English, eligible Bidders should:

Write to the address above requesting the Bidding Documents for the EPC Geothermal Power Plant Patuha Unit 2

Pay a nonrefundable fee for Bid Document replacement of Rp. 10,000,000 by wire transfer to PT. Geo Dipa Energi (Persero) Account at Bank Mandiri No.070.00.5555.7776 on behalf of PT Geo Dipa Energi (Persero) Central PLN Branch; or US$ 700 by wire transfer to PT Geo Dipa Energi (Persero) Account at Bank Mandiri (USD) No.124.00.1066.6049 on behalf of PT Geo Dipa Energi (Persero) Pasar Minggu Branch. And send the scan original proof of transfer to be shown to the EPC D2P2 Procurement Committee via email procurement@geodipa.co.id, cc to procurementd2p2@geodipa.co.id or by cash handed over to the EPC D2P2 Procurement Committee.

The Bidding Documents can be collected in person at the stipulated address or will be sent by email. No liability will be accepted for loss or late delivery.

7. A site visit will be held with the following schedule:

Patuha Site at 10:00 hours (Western Indonesian Time) on 8–10 January 2024 at PT Geo Dipa Energi (Persero) Unit Patuha at Jalan Raya Ranca Bolang Km 14, Sugihmukti, Kec. Rancabali, Kab. Bandung, West Java.

The meeting point will be at PMU Head Office Project-PT. Geo Dipa Energi (Persero), Jl. Akses Tol Soroja Blok Sukamanah Parung Serab, Kecamatan Soreang, Kab. Bandung 40914, Jawa Barat, Indonesia at 09:00 hours (Western Indonesian Time) at the same date. Bidders must provide their transportation vehicle and personal protective equipment standard (PPE, safety shoes, and helmet) for their personnel.

Site Visit will be conducted with all the COVID-19 protocols. The Employer will provide Journey Management Plan and Site Plan to the Bidders.

8. A pre-bid Meeting will be held at 10:00 hours (Western Indonesia Time) on 22 January 2024 at Aldevco Octagon Building, 2nd Floor, Jalan Warung Jati Barat No. 75, Kalibata, Pancoran, South Jakarta 12740, Indonesia. When travel restrictions remain uncertain due to COVID-19 pandemic, a Bidder has the option to join the pre-bid meeting via Zoom Application at the same time instead.

9. Deliver your bid:

together with a Bid Security as described in the Bidding Document.

Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. The opening of the Technical Bid shall take place at:

10. The Bidder shall bear all costs associated with the preparation and submission of its Bid, and the Employer shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

11. The Employer reserves the right to accept or reject all bids without explaining any reason.

12. When comparing Bids, Domestic Preference will be applied as stipulated in the Bidding Document.
