Prabowo mandates 100% retention of export proceeds for one year

President Prabowo Subianto has officially mandated that all Export Proceeds from Natural Resources (DHE SDA) be retained domestically for one year, as outlined in Government Regulation (PP) No. 8 of 2025. The announcement was made during a press conference at the Merdeka Palace on Monday.

“To strengthen and maximize the impact of managing export proceeds from natural resources, the government has issued Government Regulation No. 8 of 2025,” said President Prabowo.

Under the new regulation, exporters in the mining (excluding oil and gas), plantation, forestry, and fisheries sectors are required to deposit 100% of their DHE SDA into the national financial system for 12 months, in special accounts at national banks. The oil and gas sector will continue to follow the provisions of PP No. 36 of 2023.

“This measure is expected to increase our export proceeds by $80 billion in 2025. If fully implemented over 12 months starting March 1, we estimate proceeds could exceed $100 billion,” he added.

While the proceeds must be retained, exporters will still have flexibility in utilizing the funds for various purposes, such as currency exchanges for operational needs, payment of taxes and non-tax state revenue, dividend payments in foreign currency, and payments for imported raw materials, auxiliary goods, or capital goods not sufficiently available domestically. The regulation also permits loan repayments for the procurement of capital goods in foreign currency.

Exporters who fail to comply with the regulation will face sanctions, including the suspension of export services. The new rule will be enforced starting March 1, 2025, with ongoing evaluations of its economic impact.

Previously, DHE SDA retention was capped at 30% for a minimum of three months.
