Ministry sets lower HBA for three types of coal

The Ministry of Energy and Mineral Resources has announced lower coal reference prices (HBA) for three types of coal for the first period of April 2025 compared to the second period of March.

This was outlined in the Minister of Energy and Mineral Resources’ Decree No 101.K/MB.01/MEM.B/2025 on Reference Prices for Metal Minerals and Coal for the first period of April 2025, a copy of which was obtained by Petromindo.com on Tuesday.

For coal with a calorific value of 6,322 kcal/kg GAR, total moisture of 12.26%, total sulfur of 0.66%, and ash content of 7.94%, the HBA for the first period of April is set at US$123.32  per ton, down from $117.24 in the second period of March.

Similarly, the HBA I for coal with a calorific value of 5,300 kcal/kg GAR, total moisture of 21.32%, total sulfur of 0.75%, and ash content of 6.04% is also set lower at $78.40 per ton, down from $80.70 per ton.

The HBA II for coal with a calorific value of 4,100 kcal/kg GAR, total moisture of 35.73%, total sulfur of 0.23%, and ash content of 3.90% is set at $49.54 per ton, slightly higher than $49.44 per ton in the second period of March.

Finally, the HBA III for coal with a calorific value of 3,400 kcal/kg GAR, total moisture of 44.30%, total sulfur of 0.24%, and ash content of 3.88% is set at $32.71 per ton, a decrease from $33.71 per ton.

The government has mandated that Indonesia's coal miners use the HBA for coal export transactions starting March 1, 2025. As part of this policy, the HBA will now be updated twice a month—on the 1st and the 15th.
