FSRU Jawa Satu to start ops in October

The floating storage and regasification unit (FSRU) Jawa Satu is targeted to start commercial operations in October of this year to facilitate gas supply to the new PLTGU Jawa-1 combined-cycle power plant in Cilamaya, West Java Province.

This was revealed by IDX-listed LNG tanker operator PT GTS International (IDX: GTSI) in its recently published 2022 Annual Report. “A Commercial of Date (COD) target (is scheduled) in October 2023, for the operation of FSRU Jawa Satu,” GTSI said.

GTSI will transport the required LNG for the FSRU Jawa Satu (or Jawa-1) from the Tangguh LNG plant in West Papua Province operated by BP Berau Ltd.

The FSRU Jawa Satu, which has a capacity of 170,000 m3 and re-gasification capability of up to 400 million standard cubic feet per day (mmscfd), was built in South Korea and successfully made a sea trial in October of 2020.  The FSRU is owned and operated by PT Jawa Satu Regas, which is consortium comprising of PT Pertamina Power Indonesia (26% interest), Marubeni (20%), Sojitz (10%), Mitsui OSK Lines (19%), and PT Humpuss Intermoda Transportasi (25%), which is the parent of GTSI.

The FSRU Jawa Satu is integrated with the 1,760 MW PLTGU Jawa-1 combined-cycle power plant project, which is owned by PT Jawa Satu Power (JSP).

JSP is a joint venture entity of PT Pertamina Power Indonesia (40% interest), Marubeni (40%) and Sojitz (20%). The EPC contractor of the project is a consortium of GE, Samsung C&T and PT Meindo.  PT Pertamina Power is a subsidiary of Pertamina.

The power plant project was initially scheduled to start commercial operation at the end of 2021.  State-owned electricity firm PT PLN has delayed the operation schedules of a number of giant power plants in Java including Jawa-1 to help cope with the tumbling power consumption amid the Covid-19 pandemic.

The US$1.8 billion Jawa-1 power plant project is the first integrated "LNG-to-Power" project in Asia, and also one of the largest in the Southeast Asian region.

Electricity from the power plant will be sold to PLN for 25 years under a build, own, operate and transfer (BOOT) scheme contract.
