The Directorate General of Customs and Excise (DJBC) has suspended the export services of 176 exporters for failing to comply with the foreign exchange (FX) deposit requirements outlined in Government Regulation No. 36 of 2023.
As of December 31, 2024, only 77 exporters had successfully deposited their export earnings (DHE) into the domestic financial system, while the remaining 99 exporters are still blocked, officials reported.
“A total of 176 exporters had their export services suspended. Of these, 99 remain blocked, while 77 have met the requirements and had their access restored,” said Chotibul Umam, DJBC’s Sub-Directorate Head for Imports, during a press conference in Jakarta on Friday.

DJBC’s Director of Communication and User Guidance, Nirwala Dwi Heryanto, explained that the suspensions were part of a joint effort between Bank Indonesia and DJBC to ensure exporters comply with the FX repatriation rules.
“Bank Indonesia is the primary regulator for DHE compliance. Our system for imposing and lifting blocks is online, and we cannot act alone—we must collaborate with relevant ministries and agencies,” Nirwala stated.
Under Government Regulation No. 36/2023, which applies to export earnings from natural resource-based activities, exporters who fail to comply with the DHE rules face administrative sanctions, including export service suspensions.
The regulation mandates exporters of natural resources, including coal, to deposit at least 30% of their FX earnings into a special DHE account for a minimum of three months. This rule applies to export transactions valued at $250,000 or more.
"DHE deposits in the special account must be completed no later than the end of the third month after the export declaration," the regulation specifies.
