We are challenging the Experts to join us in the position of:

21. Specialist Industrial Relation

JOB ROLES

• Review, analyze and monitor Indonesian law and regulations related to manpower, Tokyo Head Quarters guidelines, INPEX Masela planning and strategy and current HR guidelines, act as person in charge in handling industrial relations matter in order to achieve harmonious industrial peace;

• Coordinate to prepare draft of Company regulations to be discussed by assigned Parties; monitor the team in developing and updating HR policy and procedures and monitor Company Regulations and HR guidelines socialization including its  implementation; provide suggestion on Company Regulations interpretation to related departments; in order to ensure availability of Company Regulations and HR policy and procedures within the timeframe as well as their socialization and implementation;

• Develop and review to identify and address industrial relations issues within the organization and manage all activities directed at resolving issues; analyze and interpret bargaining trends and issues, as well as employment standard, regulations and laws in order to understand how these impact the organization and adapt employee relations practices as appropriate;

• Analyze turnover level and related issues, monitor and review company competitiveness in attracting and retaining high potential employees and other things that impact on company turnovers; conduct exit interview; to provide information of employee resigning reasons as a feedback to Management in determining Company bargaining positions;

• Prepare draft of employment agreement for new employees to be inline with Company policies including the content update related to employee agreement matter;

• Prepare, arrange, and monitor process of exit clearance in cooperation with other related departments (such as Finance, IMT, and other HR sections); Coordinate with other departments to ensure rights and obligations of the employees are fulfilled.

• Register termination case (mutual agreement) to related Government Institution;

• Arrange process of “Wajib Lapor Ketenagakerjaan” to Local Government Institution;

• Prepare required documents and liaise with Local Government for Inspection process;

• Handle and manage implementation of manpower supply and coordinate with Third Party Contractor company in order to ensure the compliance of Company and Government rules and regulations; Conduct manpower supply tender process; Review manpower supply contract in order to ensure the contract is valid and the implementation in line with the contract and comply with Government laws and regulations;

• Review and improve Business Process/ Standard/ Procedure/ Guideline related to Industrial Relations program.

QUALIFICATIONS

• Bachelor degree in any discipline

• Minimum 3 years of experiences and having experience in handling Industrial Relations. Having experiences in Oil & Gas industry is preferred.

 

22. Superintendent Project Contracting

      JOB ROLES

• Coordinate and monitor in developing procurement plan of EPCI (Engineering, Procurement, Constructions, and Installations) and drilling on Abadi project based on user Departments, manage developing of integrated EPCI and drilling annual procurement plan (APP), and propose the APP to INPEX Management; manage identification of change plan and control the impact on procurement plan and execution.

• Control and evaluate the accomplishment of services bid plan package related to EPCI and drilling; manage bidding of EPCI and drilling project according to procurement strategy and target, proper respond on exceptions; to ensure EPCI and drilling procurement process achieve excellent compliance with the prevailing SKK Migas procurement guidelines.

• Monitor and control sourcing and purchasing related to EPCI and drilling projects, involve in negotiation of services procurement; to ensure all transactions meet Company policy and procedures.

• Control in obtaining SKK Migas approval on Abadi EPCI and drilling project procurement which values above US$ 5 million; to ensure bid plan package and bid award package are completed and approved on time.

• Monitor the administration fulfillment of contract implementation for Abadi Project to ensure contracts are covered by valid Performance Bonds and valid Insurances.

• Coordinate with related Department (HSSE and Sustainability Department) in completing certification for bidders which serve medium and high risk job in the Company project; to ensure bidders with high risks services/job are certified according to Company policy and procedures.

• Control and Monitor the logistic fulfillment of contract implementation for Abadi Project to ensure logistics coordination expenditure with the best economical way.

QUALIFICATIONS

• Bachelor degree in any discipline.

• A minimum of 13 years’ experiences in the Oil and Gas industry.

 

23. Senior Specialist Drilling Contracting & Procurement

       JOB ROLES

• Collect information with regard to Drilling procurement plan for preparation of Procurement List.

• Prepare Market Survey, Prequalification Document package and Tender Plan package which will be submitted to SKK Migas, submit such document package to SKK Migas and lead the discussion with SKK Migas to obtain approval.

• Carry out market survey, prequalification and tender process for goods and services in compliance with prevailing procedure and regulation and conduct negotiation to seek best technical and commercial proposal favorable to Drilling.

• Arrange Contract Award and ensure that respective bonds and insurance are valid; Manage Post Contract Award administration to ensure that all procurement documents are complete and easy to retrieve for future use; Provide support in procurement reporting, contract close out and audit response.

• Provide support to the Drilling team in monitoring Contract implementation after Contract Award including delivery of goods and services and prepare Contract Amendment and/or Variation Order documents as deem necessary.

• Provide expertise and support to SCM Department in managing and undertaking strategic and tactical activities such development of SCM procedures, guidelines, reports, promote safety and zero incident, local content target and achievement, National Capacity Building, vendor database and performance, discussion and maintain good relation with SKK Migas, etc.

QUALIFICATIONS

• Bachelor degree in any discipline

• A minimum of 10 year’s experiences in Oil & Gas industry.

 

24. Senior Contracting Specialist

JOB ROLES

• Provide recommendations, advice and expertise to Project Teams in developing contracting strategies and procurement plans and overall support to Users with regard to their obligations and responsibilities in association with tendering processes and contract management (e., technical evaluation criteria, scope of work, compensation, etc.).

• In coordination with projects team and in  support of the SCM team, support the development of tender and contract documents by considering and reducing all potential inherent risks.  Participate in or lead the negotiation of terms and conditions in the tender process, develop recommendations, and secure win-win solutions on emerging issues which protect Company interests.

• Provide professional support to Supply Chain Management during the tender process implementation for major contracts (project and other contracts), and in order to obtain all SKK MIGAS approvals (where required).

• Provide support recommendations, advice and expertise in support of contract changes and amendment. Ensure contract change and amendment are fully evaluated and reasonable that protects Company interests.

• Provide advice in interpreting contract management system including standards and procedure to project teams and other department to ensure compliance with the contract management system.  Recommend improvements to the contract management system.

      QUALIFICATIONS

• Bachelor degree in any discipline preferably in technical or business discipline.

• A minimum of 10 years with at least 5 years in contract function within Oil and Gas industry.

 

25. Senior Specialist Supplier Management & Competitive Intelligence

      JOB ROLES

• Verify vendor registration in Centralized Integrated Vendor Database system (CIVD) to provide recommendation for SPDA issuance and accountable for the maintenance of Company’s Vendor Data in ERP system.

• Monitor, review and update supplier data that includes catalogs of products and services, previous and current portfolios, supplier’s performance and QUALIFICATIONS, to ensure availability of updated supplier data and information.

• Compile and produce reports regarding supplier, market research and their finding to ensure efficient and effective recommendation to support company decision.

• Verify market outlook from variety of sources (SKK Migas, other PSCs, Suppliers, Associations, Market Research Company, etc.) to have better information regarding price; to provide report on periodic or upon request about market price survey, product, and service availability in order to improve owner estimate (OE).

• Manage and ensure all audit findings related to vendor database and management as well as market intelligent are responded and closed.

QUALIFICATIONS

• Bachelor degree in any discipline.

• A minimum of 10 years with at least 8 years in the Oil and Gas industry or mining.

26. Specialist Operation Contract & Procurement

      JOB ROLES

• Collect information with regard to user department’s annual procurement plan for preparation of Procurement List;

• Prepare Prequalification Document package and Tender Plan package which will be submitted to SKK Migas, submit such document package to SKK Migas and lead the discussion with SKK Migas to obtain approval;

29. Senior Counsel Commercial

JOB ROLES

• Support Chief Counsel Commercial and provide high level legal support to all relevant Departments and Teams with respect to Commercial Matters.

• Draft and review contracts/legal documentations to ensure that all Commercial Matters are (i) in compliance with (a) all applicable laws (including international and commercial laws), regulations and guidelines (including applicable PTK), (b) INPEX policies, guidelines and procedures and (c) the highest professional standards, (ii) reflect the commercial agreement between the parties and (iii) adequately protect INPEX’s interests from a legal and risk perspective.

• Prepare and maintain standard model of any legal documentations for Commercial Matters as applicable.

• Provide legal support to internal stakeholders with respect to Commercial Matters implementation, including queries on potential disputes, complaints or referrals to the relevant Regulator; and responding to external parties with respect to the same.

• Assist in managing the engagement of external legal advisors, including assessing the performance of external legal advisors, managing budget and controlling expenditure.

• Provide regular and ad hoc updates to Chief Counsel Commercial and Sr. Manager Legal on ongoing matters.

QUALIFICATIONS

• Bachelor’s degree in Law. Masters or other advanced post-graduate degree in Law preferred.

• Minimum 10 years of legal experience with 8 years of legal experience in the oil and gas industry and with experience in Commercial Contract drafting and advice.

• International experience/background preferred.

• Fluent in both spoken and written English, with a strong ability to draft legal documents in English.

 

30. Senior Counsel Project

JOB ROLES

• Support Chief Counsel Contracts and provide high level legal support to all relevant Departments and Teams with respect to procurement and other contracts, including confidentiality agreements, service contracts, survey contracts, supply contracts, drilling contracts, lease agreements, FEED, EPCI and O&M contracts and other relevant oil & gas industry contracts ("Contracts");

• Draft and review Contracts to ensure that all Contracts are (i) in compliance with (a) all applicable laws, regulations and guidelines including PTK-007 (as revised), (b) INPEX policies, guidelines and procedures and (c) the highest professional standards, (ii) reflect the commercial agreement between the parties and (iii) adequately protect INPEX’s interests from a legal and risk perspective;

• Prepare and maintain standard model Contracts as applicable;

• Provide legal support to internal stakeholders with respect to Contract implementation, including queries on potential disputes, complaints or referrals to the relevant Regulator; and responding to external parties with respect to the same;

• Representation on the INPEX Procurement and Tender Committees;

• Assist in managing the engagement of external legal advisors, including assessing the performance of external legal advisors, managing budget and controlling expenditure;

• Provide regular and ad hoc updates to Chief Counsel Contracts and Sr. Manager Legal on ongoing matters.

QUALIFICATIONS

• Bachelor’s degree in Law. Masters or other advanced post-graduate degree in Law preferred.

• Minimum 10 years of legal experience with 8 years of legal experience in the oil and gas industry and with experience on Contract drafting and advice.

• International experience/background preferred.
