CITIC Seram Energy Limited, a Joint Venture onshore-based upstream oil and gas project in Seram Island, East of Indonesia, led by CITIC as China's Stated-owned Company subsidiary of CITIC Resources (http://resources.citic/eng/business/oil.htm ). Currently looking for below position:
LEGAL COUNSEL
Roles and Responsibilities
- Vary from giving legal advice, contract review and drafting, negotiation, assessing legal risk, regulatory compliance, provide recommendations, handling litigation and dispute resolution, corporate governance.
- Handle all legal matters and communicate/coordinate with relevant departments, management, head office and Joint Venture (JV) partners.
- Provide legal advice for a variety of upstream oil and gas matters, including those related to regulatory issues, operations, finance, tax, human resources, environment, marketing, project, and procurement related issues.
- Prepare, review, and negotiate legal and commercial agreements also other legal documents, including those related to agreement with JV Partners, interest transfer, contract with vendors, marketing, land lease and other operations.
- Provide legal advice relating to any potential or existing litigation proceedings and, when necessary, manage outside legal services for local or international arbitration or court as well as other significant dispute resolution procedures.
- Provide legal advice on issues relating to ethics and compliance including providing advice and guidance on any matters related to ethical misconduct.
- Conduct/coordinate/liaise legal relations activities with external lawyers, government agencies (SKK Migas, Ditjen Migas, Ministry of Energy and other stakeholders) and industry associations.
- Member of Bid Committee: follow the bid process, review the contracts, suggest any necessary action to be taken in handling the procurement process.
- Member of Marketing Team: marketing oil and gas, cooperate with Marketing team in dealing with buyer, review sale and purchase agreement, observe the lifting process.
- Regulatory compliance, stay updated on relevant laws, regulations, and industry guidelines.
Requirements
- Bachelor’s degree in law. Master is a plus.
- Having Min. 10 experience in PSC/ upstream oil and gas industry.
- Legal Review and Drafting, Good Communication and Negotiation, Knowledge in Oil and Gas Industry, Problem Solving Ability.
- Fluent in Bahasa Indonesia and English Language.
IT Specialist
Roles and Responsibilities
- Manage and implement the company's and information systems policy also including but not limited to manage, Troubleshoot, conduct goods and services procure for all company’s hardware, software, networks, and data organizations to ensure the IT infrastructure keep running with minimum downtime, secure, efficient, and aligned with business goals.
- Implement IT strategies, policies, and procedures that align with the organization's goals and objectives based on oil and Gas industry (SKK Migas Information System Procedure and Regulation PTK-053-2013 and CSEL ISMS General Policy), and other related prevailing regulations.
- Manage and maintain the company's ICT (Information, Communication, and Technology) infrastructures and applications, including but not limited to hardware, software, and network to ensure minimum downtime, and no disruptions to the company's operation from the ICT aspects such as optimal performance, security, and reliability of Jakarta and Field ICT facilities.
- Providing effective support with addressing user issues, providing timely assistance, and conducting troubleshoot for both hardware and software for Jakarta users in utilizing the systems effectively.
- Develop and monitor the implementation of ICT Budget to ensure effective allocation of the budget and cost. Monitor expenses to be aligned with business priorities with SKK Migas WP&B and Company Budget, Monthly Cost Saving, Invoice Monitoring, Contract Value Monitoring.
- Perform coordination for ICT vendor management to make their performance meet with the requirements as in the contract to support the company operations, business needs and comply with prevailing regulations.
- Perform the project management for any ICT programs and initiatives required by Government, SKK Migas and company's business needs by ensure the effectiveness of the implementation by determine the project scope, ensure the allocation of the resources, perform the technical evaluation, regularly monitoring the progress of the project to ensure the project timely delivery.
- Perform coordination with all related stakeholders including but not limited to corporate, central, and local government such as Ministry of Information, SKK Migas IT Division, etc.) to ensure the ICT operational permit complies with prevailing regulation.
- Conduct market survey and benchmark by establishing relationships with ICT provides and consultants to find the recent technology that applicable with the company business needs and contribute to improve company operations and minimize cost.
- Perform preventive maintenance monitoring for all ICT equipment’s to mitigate downtime. Analyzing and evaluating PM reports for server, file server, network, switch, etc. to find recommendation for further improvements.
- Conduct system maintenance by performing software updates, patches, and system backups (servers, file server, network, switch, etc.).
Requirements
- Bachelor’s degree from reputable University majoring Information and Technology. Master’s degree is a plus.
- 5 to 10 years in the field of Information and Technology in upstream oil and gas.
- Project Management: plan, execute, and monitor IT projects.
- Communication: good verbal and written communication skills to effectively interact will all staff.
- Problem-Solving: Strong analytical and problem-solving skills to identify and resolve IT issues.
- Business Alignment: Understand The oil and Gas Industry Information system regulation to be implemented with organizational goals.

- Troubleshooting. Assessment, system knowledge, problem solving, logic, critical thinking skills.
- Time management: Ability to prioritize and manage multiple support requests simultaneously.
- Fluent in English and Bahasa.
