JOB LOCATION : DURI – RIAU (ALL POSITION)

1. JOB POSITION : LEAD CONSTRUCTION

JOB DESCRIPTIONS:

• Lead and control all the construction planning & supervision activity in his/her area of responsibility or discipline related to the Job Site and construction activity by the Construction Contractor, especially in work safety, project schedule, and project cost.

• Lead and supervise a Construction Supervision group and coordinate with QA/QC, construction equipment, material, project controls, and HES  in order to provide Company the with miscellaneous Construction Management and Supervision Services for Construction Contractors.

• Lead initiative in assisting Construction contractors to improve safe, efficient, and effective construction practices.

• Ensure all systems, processes, and procedures for Construction Management and Supervision Services are implemented consistently and well.

• Represent Company in front of Construction Contractor in the implementation of the construction planning and supervision services to ensure safe and on-schedule construction implementation by Construction Contractor.

• Serve as SME (subject matter expert) on construction aspects for constructability reviews, and preparation of CEP (Construction Execution Planning) by Construction Contractor prior to field construction execution.

• Execute continuous mentoring program from senior to junior personnel during the performance of construction planning and supervision Services including tracking its effectiveness and documenting the results.

• Report to and assist Construction Management Area Manager for the performance of Construction Planning & Supervision Services.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in engineering with a minimum of 10 years or a diploma (D3) in engineering with a minimum of 12 years of working experience in construction planning, execution, and supervision, with a minimum of 8 years of which as Construction Superintendent in oil & gas or petrochemical handling projects and/or facilities.

• The candidate shall have the capability to identify problems or potential problems in a timely manner and give proper technical advice to Construction Contractor thus assisting them with ineffective and efficient construction execution.

• The candidate shall be fully conversant with the construction schedule and methods of gauging construction productivity.

• The candidate shall be fully conversant with specifications of various construction equipment types and their operation as well as various construction techniques and procedures.

• The candidate shall have a strong understanding and capability in implementing safe work practices in the daily supervised Construction Contractor’s field activities.

• The candidate shall have a strong supervisory capability and high skills for communication, facilitation & coordination, mentoring & coaching, and networking.

2. JOB POSITION : CONSTRUCTION SUPERVISOR

JOB DESCRIPTIONS:

• Construction Supervisor as the first and leading responsible person of work safety in the Job Site shall ensure Job Site is managed and given the tool to support safe work practice and process and ensure behavior and work practices of each person in the Job Site meets work safety requirement.

• Assist and coach Construction contractors in developing CEP to ensure its completeness and quality prior to construction execution.

• Perform inspection, measurement, and recording any work progress achievement performed by Construction Contractor including as the alternative function of Quantity Surveyor.

• Lead coordination with material, construction equipment, QA/QC, project controls, and HES teams in construction supervision execution by Construction Contractor to ensure project construction is executed safely, on schedule, and meets requirements in the CEP approved by Company.

• Conduct regular field supervision for construction activities performed by Construction Contractor.

• Ensure that the construction scope of work of the Construction Contractor is completed in accordance with construction specifications and contract requirements.

• Implement all systems, processes, and procedures for Construction Planning and Supervision Services.

• Based on Company's requirements, the Company may assign the personnel with this job title to implement MSW roles as stipulated in Section 3.11 of Exhibit A1.

• Report to and assist Construction Supervision Superintendent in planning and supervision of construction execution by Construction Contractor.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in civil, mechanical, electrical, chemical, industry, physics, metallurgy, petroleum engineering, or computer with a minimum of 6 years or diploma (D3) in civil, mechanical, electrical, chemical, industry, physics, metallurgy, petroleum engineering or computer with minimum 8 years working experience in construction planning, execution and supervision, with minimum 5 years of which as Construction Supervisor in oil & gas or petrochemical handling projects and/or facilities.

• The candidate shall have the capability to identify field construction problems and assist or guide Construction Contractor to solve the problems in a timely manner.

JOB DESCRIPTIONS:

• Supervise Contractor’s QA/QC Inspectors in executing quality control under the umbrella of this Contract, for Company’s projects related to fabrication, erection, and repair.

• Train and mentor Contractor’s QA/QC Inspectors to enhance their competency in executing field QA/QC Services.

• Work closely with Company to report and discuss inspection results, finding, and repair plans.

• Develop standard AST (including API-650 tanks) inspection & reporting templates to be used by Contractor’s QA/QC Tank Inspectors. Ensure that all inspection results are reported to Company in a timely manner.

• Serve as SME (subject matter expert) to support Company in reviewing capability of Construction Contractor related. This shall include but not be limited to: a review of the quality assurance program, performance evaluation, material substitution request, verifying tests, resolution of site queries, conducting a quality audit, etc.

• Report to and assist QA/QC Superintendent for the execution of field QA/QC Services.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in mechanical engineering with a minimum of 8 years or a diploma (D3) in mechanical engineering with a minimum of 10 years of working experience in design, fabrication,  erection, repair, and quality control for oil and gas or petrochemical handling projects and/or facilities, with minimum 5 years of which at field QA/QC position.

• The candidate shall possess valid certification from an authorized organization.

• The candidate shall have a broad knowledge of various welding methods and thorough knowledge of various construction and inspection techniques including the related specifications, practices, and procedures.

• The candidate shall demonstrate strong HES leadership, have strong supervisory capability, and high skills for facilitation & coordination, mentoring & coaching, and networking.

4. JOB POSITION : PROJECT CONTROLLER

JOB DESCRIPTIONS:

• Perform cost estimating & control Services for Company’s projects both at the individual or portfolio level which shall include but not be limited to: cost estimating, cost control & forecasting, etc.

• Prepare construction cost monitoring report for project executed by Construction Contractor and supervised by Contractor. This includes providing monthly project cost accrual for Construction Contractors and Contractor.

• Assist and guide Construction Contractor to develop and maintain Contractor's processes and procedures related to cost estimating and control.

• Work closely with Company and Construction Contractor during the performance of cost estimating & control services for Company’s projects.

• Develop and maintain Contractor's processes and procedures related to cost estimating & control.

• Prepare a detailed cost estimate for project execution covering all associated cost components (such as detail engineering, construction, commissioning, equipment certification, construction management, procurement of goods & services, project overheads, etc.) by using budgetary quotations for major equipment and by referring to historical data and/or appropriate cost benchmarks and/or professional judgment.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in engineering, science, economics, management, or computer with 6 years or diploma (D3) with a minimum of 10 years working experience in project cost estimating and control with a minimum of 3 years of which experience as a Cost Controller for oil and gas or petrochemical handling projects and/or facilities.

• The candidate shall have a thorough knowledge of various cost estimating & control practices and related codes & standards, including associated software.

• The candidate shall have high skills for facilitation & coordination and networking.

5. JOB POSITION : QUANTITY SURVEYOR

JOB DESCRIPTIONS:

• Execute, coordinate, and control Contractor’s activities in the quantity survey of project construction.

• Inspect, measure, and record any work progress achievement performed by Construction Contractor.

• Conduct day-to-day on-site inspection by patrolling and dealing closely with Construction Contractor.

• Identify whether the Construction Contractor has deviated from an agreed schedule, or has not met the milestone.

• Involve in the review of Construction Contractor quantity survey programs, Construction Contractor evaluation, scheduling, site findings, and quality audits.

• Immediately warn Construction Contractor if there is a delay or insufficiency of resources that may cause failure to achieve the schedule and immediately notify the Company’s personnel responded to the related project.

• Report to and assist Construction Supervision Superintendent or Project Controls Superintendent for the execution of quantity surveying/construction progress measurement on Construction Contractors.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in engineering, science, economics, management, or computer with 6 years or a diploma (D3) in engineering, science, economics, management, or computer with a minimum of 8 years of working experience in quantity surveying/construction progress measurement with minimum 4 years of which as Quantity Surveyor for oil and gas or petrochemical handling projects and/or facilities.

• The candidate shall be familiar especially with using cost estimating methodology, associated with the construction of oil and gas facilities.

• The candidate shall be familiar with pricing methodology for the lump-sum fixed price of EPC contracts, and detailed knowledge of the unit price concept for measuring costs for changes to the work scope for EPC contracts.

• The candidate shall be fluent with various methods to calculate construction progress, capable to interpret detailed construction schedules as a basis for construction progress measurement, and fully conversant with surveying quantity for multi-discipline construction works.

6. JOB POSITION : EQUIPMENT INSPECTOR

JOB DESCRIPTIONS:

• Plan, coordinate, execute, and control Construction Contractor activities in the assignment, operations, and maintenance of construction equipment to support the performance of Construction Contractors' services.

• Train, coach, and supervise Construction contractors to develop and implement CEP for construction equipment so that the construction equipment can be executed safely, on time, and meet requirements.

• Ensure that the construction equipment of the Construction Contractor is completed in accordance with construction equipment specifications and contract requirements.

• Develop, implement and regularly monitor on the field for all the operations Construction Contractor’s equipment including but not limited to the availability of the equipment and its utilization, replacement of the broken/repaired equipment, downtime, maintenance cycle time, and overall permitting related to those equipment/vehicle.

• Assist Company and work closely with Government to secure lifting equipment certification, permit and license.

• Assist Company to conduct an inspection of the Company Contractor’s construction equipment, heavy vehicle, light vehicle, and other tools that will be mobilized to perform the services, including providing recommendations for any potential hazard that might be happening for those categorized as unsafe to be operated.

• Minimum education is a bachelor's degree (S1) in engineering, science, economics, management, or computer with a minimum of 7 years or a diploma (D3) in engineering, science, economics, management, or computer with a minimum of 10 years of working experience in managing and inspecting tools and construction’s heavy vehicle with minimum 6 years of which as a supervisor of operation and maintenance of construction equipment in oil & gas or petrochemical handling projects and/or facilities.

• The candidate shall have a broad knowledge of technical specifications of various construction equipment, fleet management methods, and construction equipment safety inspection practices.

• The candidate shall demonstrate strong safety leadership and supervisory capability.

• The candidate shall have high skills for facilitation & coordination and networking.

7. JOB POSITION : LEAD SAFETY

JOB DESCRIPTIONS:

• Lead and supervise a group of HES Compliance Inspector and or HES Specialist to provide various construction Services, field HES management & supervision to the Company in relation to construction execution by Construction contractors.

• Lead, control and supervise Contractor’s activities under his/her area of responsibility in implementing Contractor’s HES management plan to ensure that all Contractor’s and Construction Contractor’ personnel are always in compliance with Company’s HES policy during the performance of work at the job site.

• Represent Company in front of Construction Contractor and other stakeholders (such as local Government officials related) in implementation of the Contractor’s HES management plan under his/her area of responsibility.

• Ensure implementation of mandatory HES training program (safety induction & MSW) for all of Contractor and Construction Contractor personnel under his/her area of responsibility.

• Ensure that incident investigation is properly done by implementing standard methods for root cause analysis (such as 5-why, tap-root, etc.) for any incidents related to Contractor and Construction Contractor under his/her area of responsibility, including socialization of the results and to ensure that all related action items are completed in a timely manner.

• Fully responsible for overall data quality and timely reporting for HES statistics of Contractor and Construction Contractor under his/her area of responsibility.

• Interface with relevant professional organizations to get information on recent HES studies and adapt as necessary to achieve a zero-incident program.

• Report to and assist Manager HES related to the execution of HES related Services under his area of responsibility.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in engineering, science, economics, management, or computer with 10 years or diploma (D3) in engineering, science, economics, management, or computer with 12 years working experience in construction execution, field HES management & supervision, with minimum 8 years of which as HES Superintendent in oil & gas or petrochemical handling projects and/or facilities.

• Candidate shall have HES training certificate issued by Government or other appropriate institution especially related to the Service for oil & gas or petrochemical handling projects and/or facilities.

• The candidate shall have a broad knowledge of HES management for field construction activities, construction equipment safety inspection practices, HES codes, and standards related to field construction from internationally recognized organizations.

• The candidate shall demonstrate strong HES leadership and supervisory capability.

• The candidate shall have high skills for facilitation & coordination, mentoring & coaching, and networking.

8. JOB POSITION : SAFETY SUPERVISOR

JOB DESCRIPTIONS:

• Implement Contractor’s HES management plan to ensure that all Contractor’s and Construction Contractor’ personnel are always in compliance with Company’s HES policy during the performance of work at the job site.

• HES Compliance Inspector is responsible to conduct regular audits to ensure HES procedures and regulations are implemented at the Job Site and on the behavior and construction practices including ensuring construction supervisor perform their responsibility as the person in charge of safety at the Job Site. To establish and improve HES procedures based on finding at the Job Site and feedback, especially from the construction group and supervision.

• Represent Company in front of Construction Contractor and other stakeholders (such as local Government officials related) in implementation of the Contractor’s HES management plan.

• Assist and guide Construction Contractor to develop and maintain Contractor processes and procedures related to HES.

• Facilitate mandatory HES training (safety induction & MSW) for all Contractor and Construction Contractor personnel.

• Conduct incident investigation by implementing standard methods for root cause analysis (such as root cause analysis, 5-why, tap-root, etc.) for any incidents related to Contractor and Construction Contractor including proper documentation of the results.

9. JOB POSITION : LEAD TRAINING AND DEVELOPMENT (SHE)

JOB DESCRIPTIONS:

• Lead, supervise, and manage a group of Trainer and its activity to provide various HES training Services and other training required by Company to be implemented to Company employees, Contractor

• Propose training plans and annual development to Company to get Approval including managing, coordinating, developing, implementing, and monitoring the performance of results of the training program to align with Company policy.

• Provide advice and HES training to field construction groups concerning compliance with applicable regulations, industry standards, and guidelines, Company practices, and policies.

• Provide advice and coordination for billable HES training, skill training, and soft training to field construction groups concerning compliance with applicable regulations, industry standards, guidelines, Company practices, and policies.

• Produce training materials, manuals and documentation, organize fiscal reports and analysis including but not limited to preparing feedback or reports on training groups, targets, and accomplishments, and also evaluate the effectiveness of training programs and instructors.

• Devise strategies and methods to train staff members or provide programs on job functions, working environment, or coping skills.

• Enforce Contractor’s Training and Development Plan and lead Contractor to comply with Company policy.

• Work closely with Company Representatives and Contractor Project Managers to manage Training and Development Plans.

• Develop and implement HES and non-HES training programs for all Contractor personnel and local contractors.

• Ensure Contractor employees are equipped with the requisite knowledge and skills to complete their tasks successfully.

REQUIREMENTS:

• Minimum education is a bachelor's degree (S1) in engineering, science, economics, management, or computer with 10 years or diploma (D3) in engineering, science, economics, management, or computer with 12 years working experience in managing, implementing, and monitoring a training organization and human resources development, with minimum 5 years of which in HES or construction project management in oil & gas or petrochemical handling projects and/or facilities

• The candidate shall have the skills and experience to supervise training and development organizations with a minimum of 5 direct reports and 10 trainers.

• The candidate shall have certification or qualification in training and development (instructional design, teaching, or related work).

• Experienced in Learning Management System, Learning Content Management System, Project Management, and TOT (Training of Trainer) Management.

10. JOB POSITION : TRAINER (SHE)

JOB DESCRIPTIONS:

• Work closely with Company representatives related to the implementation of the contract services

• Assist project supervision team consisting of Engineering, Construction Supervision, Construction Equipment Management, QA/QC, Materials, Project Controls, Training, Drafting and or HES to provide project supervision Services handled by both Contractor and directly under Company, such as scheduling, work plan, and cost estimation, prepare Contractor’s HES statistics and reports, administering contract and others administrations, monitoring Contractor and Construction Contractor work performance, preparing and completing engineering design, material take-off, survey, administration, procedure, and assist in monitoring construction activities by spending a considerable amount of time in the field and in liaison with Construction Contractor personnel.

• Assist Company to compile all project-related documents for hand over process to Company's asset owner, which shall include but not be limited to: vendor manuals, spare-parts lists, as-built drawings, results of QA/QC inspection, pre-commissioning & commissioning data, project MOC documentation, etc.

• Assist Company to provide miscellaneous technical supports which shall include but not be limited to: project data tracking and compilation, managing project files, field data collection, and verification, managing engineering deliverables review status and correspondence, etc.

REQUIREMENTS:

• Minimum education is a diploma (D3) in any discipline with 5 years working experience in providing various technical assistance based on required work discipline.

• The candidate shall be skilled to use Microsoft Office software, such as Excel spreadsheet, Microsoft Word, Microsoft Access, etc.
