1. POSITION  : DEPUTY SITE HSE LEAD INVESTIGATOR

Department/Project : TEP ONSHORE

Education  : University Graduate from on Technical Major

Working Experiences : More than 10 years in similar position or field

Working Status  : 6 months contract

Work Location   : Site Papua

REQUIRED WORKING SKILLS/QUALIFICATION/SERTIFICATION

• Minimum 10 years’ experience in Oil & Gas HSE.

• Fluent in English

• Excellent in Microsoft Office

• Incident Investigator training (preferably from BNSP or KEMENAKER or other training provider).

• Conducted minimum 10 incident investigations

• Ahli K3 Umum or Ahli K3 Konstruksi Madya or Ahli K3 Migas (from BNSP or Kemnaker)

• Root cause analysis training: Tap Root, 5 whys, bow tie (optional)

• Good communication & negotiation skill.

BRIEF JOB DESCRIPTIONS

• Lead & conduct work related incident investigation, witness interview, evidence gathering.

• Construct a close out/ final investigation report with robust analysis and corrective action recommendation

• Build and maintain a comprehensive incident register for the project and input to INSIGHT online system

• Liase with other function in CSTS (construction, QC, management, etc) and clients to build a beneficiary Relationships

2. POSITION  : HSE LEAD / DEPUTY HSE MANAGER

Department/Project : TEP ONSHORE

Education  : University Graduate from on Technical Major

Working Experiences : More than 10 years in similar position or field

Working Status  : 6 months contract

Work Location   : Site Papua

REQUIRED WORKING SKILLS/QUALIFICATION/SERTIFICATION

• Minimum 10 years’ experience in Oil & Gas HSE.

• Fluent in English

• Excellent in Microsoft Office

• Experience in Brownfield Project

• Experience in HSE event management and investigation. HSE inspection & audit.

• Experience in Project HSE management. Definition, knowledge, understanding and application of HSE procedures and Project requirements for all project phases. Capability either to apply and to control and ensure the correct application of the HSE procedures / requirements Capability to analyses HSE client requirements and to plan the need actions Capability to develop HSE plans and perform relevant economic evaluation of HSE plans / HSE services / HSE activities

• Experience in Company HSE management & legislation, standards and certification. Knowledge of local HSE legislation and main important international standards on HSE management system (e.g. ISO 14001 ISO 45001). Knowledge of company management system in order to be actively involved in their management and certification. Knowledge of independent certification process, certification issued by third party certification body, rules, and accreditation body.  Knowledge and implementation of Company HSE management system (policy, guidelines, standards and procedures) as per duties and responsibilities of their role. Knowledge of social aspect management and Life Cycle Approach.

• Experience in HSE Work Practices. Knowledge of the main risks during the operation activities and safe working and environmental protection procedures/practices & rules to be applied. Knowledge of adequate Personal Protective Equipment - purpose, use and maintenance Knowledge and the correct use of Permit to Work system.

• Experience in Subcontractor/supplier management and control. Knowledge and ability to follow HOSE contractual aspects related to subcontracted activities. Knowledge of sub-contract management. Ability to set and monitor quantities executed and cost for subcontracted activities as per contractual terms. Knowledge of contractual and legal aspects of the operational country. 

• Experience in Emergency plan and crisis management plan. Knowledge of typical potential HSE emergency situations and related mitigation actions. Knowledge of Spill prevention and response. Capability to organize and evaluate emergency drills. Knowledge of emergency preparedness and response according to individual responsibility. Knowledge of firefighting techniques and capability to manage fire / emergency situation learned with specific training course.

• Experience in Environmental & social impact assessment. Knowledge of techniques and methodologies for environmental & social impact analysis, identification and evaluation. Knowledge of difference between aspect and impact. Knowledge of waste, spill risk, energy, GHG management. Knowledge of contest analysis approach Knowledge of environmental impact control measures (at least for spill, air, ground, water, waste, energy, GHG).

• Experience in HSE risk management. Knowledge of criteria, standards, main techniques and methodologies for hazards identification during work execution, occupational risk assessment and evaluation. Knowledge of related control measures including the hierarchy of controls. Knowledge of safety cases and safety critical elements (including Management of Change and SIMOPS).

• Experience in HSE training & communication. Capability to identify the training needs for individual resources according to Company requirements Capability to prepare and conduct induction and HSE training courses knowledge to identify and develop of innovative HSE training and HSE communications initiatives aimed at the dissemination of a HSE company culture Capability of ensuring proper communication including the Company's HSE communication tools (TBT, HSE Meetings, HOC, etc.). Knowledge of Company specific HSE Training Tools (E.g. Delphi, Insight...). Knowledge and capability to integrate Life-Saving Rules into any and all HSE trainings and communications to promote continuous and conscious adoption of the rules by all personnel.

• Experience in Engineering project documents management. Capability to analyses engineering documents (e.g. Instruction to Tender, Saipem and subcontractor documents, etc.) identifying improvement areas in terms of cost/time optimization.

• Experience in Assets integrity. Major Accident Prevention management system; Knowledge of asset integrity principles and requirements; Knowledge to: design or to review the design developed by specialized vendors and subcontractors shall be made available and maintained, to assure Asset Integrity in Operations, to sustain Asset Integrity Management System; to prevent Major Accident.

BRIEF JOB DESCRIPTIONS

• Implement HSE management systems at site / field level, according to the Company HSE guidelines and standards

• Ensure the management of all the HSE issues for the site / field

• Develop and ensure the implementation of the HSE Management System in compliance with the international standards (ISO 14001 / OSHA18001, others)

• Ensure that all sites’ activities carried out by Saipem are conducted in strict a accordance with Saipem HSE Standards

• Ensure the implementation and compliance with the HSE plans and procedures

• Act as HSE focal point for the work developed at site / field level

• Develop an emergency response plan for any i identified potential event

• Establish an HSE monitoring and audit program

• Promote environmental and safety awareness among the workforce and hold regular site meetings with supervisors, workers, sub-contractors

• Provide HSE support and advice to the project/site management

• Interface with Clients and Authorities

• Staff and manage the Field HSE team

• Ensure protection of Environmental Sensitive areas

• Ensure the development of spill contingency plan and monitor implementation

• Ensure the development of Waste/Chemical/Water Management Plans, obtain relevant permits from authorities and monitor implementation

• Ensure compliance with noise regulations requirements

• Ensure and monitor protection of air quality within the project activities

• Establish an environmental monitoring and audit program applicable to all phases of the operations

• Find out Archaeological significant areas by conducting surface survey and sampling of visible sites

• Develop Occupational Safety Risk Assessment

• Take part in accident / incident investigation

• Ensure Project HSE training and Induction programs implementation at site level

• Promote periodical site HSE Review
