Outlook for Coal-Fired Power Plants under the new RUPTL

Background

Coal has long been the cheapest source of electricity in Indonesia with the under previous electricity procurement business plan (RUPTL), almost half of planned installed capacity in 2019-2028 would be coal-fired power plants.

The government previously said that it will no longer approve newly proposed coal power plant projects except those which have been contracted with PLN or have already secured financial close with lenders.

PLN has also set timeline for the termination of coal power plants in the country with the aim that they will no longer exist by 2060.

Vice President Director of PLN, Darmawan Prasodjo said recently that in 2025 there will be termination of 1.1 GW of coal plants and gas engine plants.

Then in 2030 there will be termination of the first stage of the subcritical coal power plants of 1 GW and continued with the termination of the second stage of the subcritical coal plants of 9 GW in 2035. In 2040 there will termination of supercritical coal plants of 10 GW.

And the phasing out of the ultra-supercritical coal plants will be implemented from 2045 to 2056 for a total of 29 GW.

With the new 2021-2030 RUPTL, additional power plant capacity is estimated lower at 40.91 GW, compared to 59.39 GW under the 2019-2028 RUPTL.
