Background

A newly-issued Ministerial Regulation No 82/2017 obliges coal export and import activities to use Indonesian flagged vessels and services of domestic insurance companies starting April 26, 2018. Coal exporters violating the rule would get sanctions of suspension and revocation of licenses.

The new rule comes as the country's coal miners enjoy the recent recovery of coal price with trend of coal price and exports to traditional markets of among others China, India and Japan are expected to remain positive in 2018. It is also expected the use of coal aimed for power generation would keep predominant in ASEAN countries where most of its coal are sourced from Indonesia.

Indonesia is currently the world's top exporter of thermal coal, shipping about 80 percent of the country's annual coal output.

Data from the Indonesia Ship Owners Association (INSA) however, reveals that the country's current export and import shipment has been dominated by foreign vessels accounted for 93.7 percent, compared to only 6.4 percent of domestic ships.

Many believe interruptions to coal's output, export and shipment policies can impact seaborne prices of coal.

The country's coal miners, traders and buyers need to soon adjust strategies with the new shipping rules while exploring solutions to mitigate commercial impacts of the shipping policy.
